Leadership Internship Grant Program

Background
The Office of Superintendent of Public Instruction (OSPI) in Washington State intends to award a sole source contract to the Washington School Principals’ Education Foundation, doing business as the Association of Washington School Principals (AWSP), to administer the Leadership Internship Program for superintendents, principals, and program administrators.

This program is legislatively required and aims to enhance leadership within educational institutions by providing necessary training and support for aspiring leaders. The contract is funded through Engrossed Substitute Senate Bill (ESSB) 5187.

Work Details
Under this contract, AWSP will perform several key tasks:

- Develop application materials and program materials for the Leadership Internship Program;
- Maintain the Intern Program database;
- Process applications and facilitate candidate selection;
- Collaborate with various educational organizations to define required training and workshops;
- Organize and implement training activities;
- Develop workshops for participants;
- Provide access to an Aspiring School Leaders Network with specific topics across four stages of professional learning;
- Maintain data related to principal interns;
- Communicate regularly with interns on professional issues;
- Recommend adjustments to the program as needed.

Deliverables include advisory committee meetings, application screening summaries, professional learning sessions, intern stipend reports, and activity reports due at specified intervals throughout the contract period.

Period of Performance
The contract will be effective from August 1, 2025, through June 30, 2027.

Place of Performance
The services will be performed in Washington State, specifically involving collaboration with various school districts across the state.

Bidder Requirements
This is a sole source contract awarded to AWSP due to their unique qualifications and established relationships with educational institutions. No other businesses were found capable of performing these specific tasks due to the extensive requirements of the Leadership Internship Program. Capability statements must demonstrate experience working with higher education institutions on leadership programs, established relationships with school districts for mentorship, capacity to provide a specialized network for aspiring leaders, and an existing database of qualified mentors.
