Description

Background
Clark College, founded in 1933, is a public community college located in Southwest Washington. The college is committed to institutional excellence and seeks a qualified partner to design, develop, and deliver a comprehensive, multi-year leadership program for emerging and senior leaders. This program will include executive-level coaching tailored to the mission, vision, and values of Clark College.

Work Details
The selected vendor will be responsible for:
- Performing a needs assessment;
- Designing a program framework for two tracks (emerging and senior leaders) along with an executive coaching component;
- Creating program assessment tools;
- Developing a sustainability/hand-off plan.

The leadership program aims to:
- Develop emerging leaders with necessary knowledge and skills;
- Strengthen executive leaders’ alignment and strategic execution;
- Provide executive coaching to enhance strategic leadership and organizational culture;
- Align with Clark College’s mission and goals;
- Build internal sustainability for leadership pipelines;
- Create a repeatable development framework;
- Define metrics to measure effectiveness.

Period of Performance
The contract will span from December 2025 to June 2027.

Place of Performance
The services will be performed at Clark College's primary campus in Vancouver, Washington.

Bidder Requirements
Proposers must demonstrate experience in designing and delivering similar leadership development programs in higher education or complex organizations. They should have experience in executive coaching engagements with measurable results. Key personnel qualifications must include lead facilitators, instructional designers, and executive coaches with relevant credentials. Vendors must show capacity for measurement and evaluation of outcomes, commitment to equity and diversity in program design, ability to collaborate with institutional stakeholders, and readiness to begin within the proposed schedule.
