Background
Clark County Public Health (CCPH) is seeking to enhance access to services and information for all residents, particularly those with limited English proficiency and those who are deaf or hard of hearing. The goal of this contract is to provide language interpretation and translation services across various settings including environmental public health, medical, social services, and in-home contexts.
CCPH aims to ensure effective communication between clients and providers through these services.
Work Details
The contractor will provide the following services:
1. In-person interpreter services for spoken languages, ensuring professional and neutral interpretation without paraphrasing or omitting information.
2. Telephonic interpreter services for spoken languages, providing on-demand and pre-scheduled interpretation.
3. Video remote interpreter services for spoken languages, ensuring similar standards as in-person services.
4. In-person American Sign Language (ASL) interpreter services, maintaining professionalism and neutrality.
5. Video remote ASL interpreter services with the same standards as in-person ASL interpretation.
6. Written translation services that maintain the original meaning without paraphrasing or omission, ensuring cultural competence and grammatical accuracy.
Period of Performance
The contract will be effective from January 1, 2026, to December 31, 2027, with a potential extension of up to ten additional years in two-year increments.
Place of Performance
Services will be performed at Clark County Public Health locations, client homes, or other businesses/agencies within Clark and Cowlitz counties for in-person interpretations. Telephonic or video remote services will be provided from home-based offices or business locations.
Bidder Requirements
Proposers must comply with Washington State Department of Social and Health Services (DSHS) Language Services Interpreter and Translator Code of Professional Conduct. They must also register with the Municipal Research and Service Center (MRSC) Rosters to participate in this solicitation. Additionally, contractors must provide proof of insurance covering various liabilities including professional liability insurance with a minimum coverage of $1 million per occurrence.
