Background
The Manchester Environmental Laboratory (MEL) is part of the Washington State Department of Ecology, tasked with conducting analyses vital for the state. The laboratory relies on four Gas Chromatography/Mass Spectrometry (GC/MS) instruments to maintain its efficiency and productivity. This solicitation seeks a preventative maintenance service agreement to ensure the optimal performance of these instruments.

Work Details
The contractor will provide a comprehensive service and preventative maintenance plan for the Agilent GC/MS instruments at MEL. This includes:
- A minimum of 5 years of experience in troubleshooting and repairing Agilent GC/MS instruments.
- Unlimited telephone technical support during normal business hours (8:00 a.m. to 5:00 p.m., Monday through Friday).
- Unlimited onsite service visits within 72 hours from a request for technical support.
- Replacement of parts for all electronic, pneumatic, mechanical, and analytical repairs included in the quotation price, with parts being as good or better than original manufacturer parts.
- Annual preventative maintenance services that include replacing pump oils, cleaning sources, and verifying operational status post-maintenance.
- Field Service Engineers employed directly by the bidder will work on the equipment.

Period of Performance
The expected coverage period for the service contracts is from July 1, 2025, through June 30, 2027.

Place of Performance
Services will be performed at the Manchester Environmental Laboratory located at 7411 Beach Drive East, Port Orchard, WA 98366.

Bidder Requirements
Bidders must submit a Statement of Qualifications demonstrating their capability to provide high-quality maintenance services. They are also required to submit certifications regarding wage laws compliance, workers' rights certification per Executive Order 18-03, and nondiscrimination certification as per RCW 49.60.530(3). Additionally, bidders are encouraged to identify any participation from minority or women-owned businesses.
