Background
Ben Franklin Transit (BFT), a municipal corporation of the State of Washington, is seeking proposals for Labor Relations & Collective Bargaining Management Software. BFT operates in a multi-union public sector environment with multiple bargaining units and is responsible for negotiating collective bargaining agreements (CBAs) and memoranda of understanding (MOUs). Work Details
The selected software must provide a centralized system of records, reduce costing cycle time, enable clause-level tracking of contract changes, automate milestone tracking, create defensible audit trails, and support public records compliance. Specific services include:
- Configuration and implementation of negotiation management
- Grievance and arbitration tracking
- Discipline tracking
- ULP and EEOC case management
- Costing tools
- Data migration
- Integrations
- Training
- Ongoing support
The software must support role-based access controls for various user groups including Labor Relations, HR, Operations Leadership, Executive Leadership, Legal Counsel, and Board support staff. Key functional requirements include:
- Centralized storage for CBAs with clause-level indexing
- Negotiation management capabilities
- Costing and scenario modeling
- Grievance and arbitration management
- Discipline management
- ULP/EEOC litigation tracking
- Contract administration
- Reporting & analytics
- Security & integrations
Non-functional requirements specify that the system should be cloud-based SaaS with encryption at rest and in transit.
Period of Performance
The contract will be for an initial term of three years with an option to extend for an additional two years. The contract term begins upon execution by both parties.

Bidder Requirements
Contractors must have a minimum of three years’ experience in providing similar services. Proposals should include a cover letter introducing the contractor along with contact information for correspondence. Contractors are required to submit references from at least three current clients regarding similar projects. Additionally, contractors must certify that they or their subcontractors are not on the Comptroller General’s list of ineligible contractors.
