The City of Anacortes is seeking bids for HVAC Maintenance and On-Call Repair Services for the period from January 1, 2026, to December 31, 2028. The contract aims to provide regular maintenance and emergency repair services for various city facilities, ensuring operational efficiency and compliance with safety standards.

The anticipated annual budget for these services is approximately $100,000, with a total contract cap of $400,000 over three years.

Work Details
The contractor will provide HVAC systems planned maintenance, on-call repair, and replacement services at various City of Anacortes job sites including:
- Wastewater Treatment Plant
- Water Treatment Plant (Mount Vernon)
- City Hall
- Two Fire Stations
- Public Safety Building
- Public Works Operations Facility
- Public Library
- Senior Activity Center
- Museum
- Depot Arts Center
- WT Preston.

Services include regular maintenance checks (tri-annual, semi-annual, and annual) and emergency repairs within 60 minutes of call-out during off-hours if necessary. Specific tasks include checking refrigerant levels and leaks in refrigeration cycles; inspecting pumps for leaks; maintaining exhaust fans; cleaning coils; servicing water heaters; adjusting louvers/dampers; and ensuring all work meets ASHRAE and SMACNA standards. The contractor must also provide necessary permits and safety measures during service execution.

Period of Performance
The contract will be performed over a period of three years from January 1, 2026 to December 31, 2028.

Place of Performance
Services will be performed at various locations in Anacortes including:
- City Hall (904 6th Street)
- Public Library (1220 10th Street)
- Wastewater Treatment Plant (500 T Ave.)
- Water Treatment Plant (14489 River Bend Road)
- Other city-owned facilities.

Bidder Requirements
Bidders must submit a bid deposit of $20,000 (5% of the contract amount) in the form of a cashier's check or surety bond. They must have a valid Washington State business license and meet specific qualifications including having a certificate of registration as required by state law. Additionally, proof of industrial insurance coverage for employees working in Washington State is required. Background checks are necessary for employees working at the Public Safety Building.
