Hauling and Disposal of Trench and Ditch Excavations

The City of Bellingham is seeking bids for the hauling and disposal of spoils generated from street ditching, utility excavation, hydro excavations, and other repair activities that involve excavations. The work will include the removal and proper disposal of materials resulting from these operations. All costs associated with the hauling and disposal including, but not limited to, base price, taxes, freight, permits, licenses, and the Washington State Hazard Tax must be included in the bid price. The current sales tax rate is 9%. Estimated annual quantities provided are for comparison purposes only and do not represent guaranteed order quantities. No price increases will be permitted during the first year of the contract. Any price increases in subsequent years must be supported with manufacturer documentation and will be tied to the Bureau of Labor Statistics CPI-U, West Region 12-month average (https://www.bls.gov/regions/west/news-release/consumerpriceindex_west.htm). The contract will have a term of one year, with the possibility of four additional one-year extensions upon mutual agreement by both parties. Disadvantaged, minority, and women-owned firms are encouraged to submit bids. Bids must be submitted in hard copy, sealed in an envelope, and received at the Purchasing office at 210 Lottie Street, Bellingham, WA 98225, by 11:00AM on Tuesday, August 19, 2025. The outside of the envelope must be marked with '48B-2025 Hauling and Disposal of Trench and Ditch Excavations.' The City of Bellingham reserves the right to postpone the award, reject all proposals, or reject parts of proposals if deemed in the best interest of the City.
