The Department of Commerce is initiating this Request for Applications (RFA) to solicit proposals from those qualified and interested in grant funding for projects that demonstrated high-wage, clean job creation in Washington, provide risk reduction for investments in public and private infrastructure in order to increase a community's capacity for clean manufacturing, or provide investments in workforce development to attract and train the workforce required to grow the clean energy economy.
Background
The Washington State Department of Commerce is initiating the Green Jobs Grant Program 2025 to solicit proposals for projects that create high-wage, clean jobs, reduce risks for public and private infrastructure investments, and enhance workforce development in the clean energy sector.

The program aims to support Washington's climate action efforts and maintain its leadership in clean technology.

Work Details
Eligible projects must focus on areas such as mitigating climate change effects, meeting energy regulatory requirements, attracting federal and private investments, and developing a skilled workforce.

Activities may include planning, predevelopment, design, engineering, and construction of clean technology projects. Approximately $19 million is available for multiple contracts with a minimum award of $500k and a maximum of $3 million per project. Projects must also provide a 1:1 match of non-state funds.

Period of Performance
The contract period is expected to begin in February 2025 upon execution and will continue until project completion. Commerce reserves the right to extend contracts for two additional one-year periods if funding allows.

Place of Performance
The contract work will be performed within the state of Washington.
