Former Wayne Golf Course Park Master Plan

Background
The City of Bothell Parks and Recreation Department is seeking Statements of Qualifications from qualified firms to develop the Former Wayne Golf Course Park Master Plan. The property was acquired in 2018 due to community opposition to its development, with partnerships involving Forterra, King County, and OneBothell.

The 89-acre site includes 85 acres under conservation easements for passive use, with a designated Riparian and Wetland Protection Area for salmon habitat restoration. The project aims to create a park master plan that reflects community preferences for recreation activities and park amenities.

Work Details
The consultant will conduct community outreach and engagement focusing on diversity, equity, and inclusion. Key project elements include:
- General project management
- Site analysis and research
- Stakeholder interviews
- Project coordination with the City and partners
- Public workshops
- Community surveys
- Development of a concept plan
- Estimation of probable capital costs.

The consultant must provide an overall project process plan with timelines, identify key issues for the park master plan, provide a public engagement plan, cost estimates with anticipated escalation, and alternative conceptual design plans. The consultant team should include expertise in landscape architecture or urban design, public outreach, civil engineering, environmental analysis, cost estimating, and permitting.

Period of Performance
Scoping work is expected to begin in January 2025, with the goal of completing the final park master plan by May 2026.

Place of Performance
The contract will be performed at the Former Wayne Golf Course site located in Bothell, Washington.
