The Washington Department of Commerce, hereafter called "COMMERCE, is initiating this Request for Proposals (RFP) to solicit Proposals from those qualified to administer a grant program to assist community-based organizations, local governments, ports, tribes, and other entities to author federal grant applications with a focus on clean energy and to provide support for federal grant reporting for entities that receive federal grants. Background
The Washington Department of Commerce, hereafter called 'COMMERCE,' is initiating this Request for Proposals (RFP) to solicit Proposals from those qualified to administer a grant program to assist community-based organizations, local governments, ports, tribes, and other entities to author federal grant applications with a focus on clean energy and to provide support for federal grant reporting for entities that receive federal grants. There is an unprecedented level of federal funding available for clean energy projects and related support through the Infrastructure Investment and Jobs Act (IIJA) and Inflation Reduction Act (IRA) as well as other existing and extended federal grant programs.

Work Details
The selected contractor(s) shall develop a grant writing program to help community-based organizations, local governments, ports, tribes and other entities author grant applications and provide support for grant reporting for entities that receive grants. Grant writing resources could be provided in house by the contractor or grants could be dispersed to eligible entities to hire grant writing support. The design of the program should be aligned with the direction of the legislative proviso provided in ESSB 5950 Section 130, Subsection 23, and is at the discretion of the applicant.

Period of Performance
The period of performance of any contract resulting from this RFP is tentatively scheduled to begin on or about June 27, 2024 and to end on June 30, 2025. Amendments extending the period of performance, if any, shall be at the sole discretion of COMMERCE. COMMERCE reserves the right to extend the contract for two one-year periods.

Place of Performance
The contract will be performed in Washington.
