Description

The purpose of this contract is to provide engineering, design, and related services to King County Department of Natural Resources & Parks, Solid Waste Division, ( County ) for the Vashon Recycling & Transfer Station (VRTS) Organics Collection Area Improvement project.
Background
The King County Department of Natural Resources & Parks, Solid Waste Division is issuing this Request for Proposals (RFP No. KC001465) to provide engineering, design, and related services for the Vashon Recycling & Transfer Station (VRTS) Organics Collection Area Improvement project. The project aims to enhance organics collection capacity for source-separated organic materials and accommodate larger vehicles at the facility.

The Vashon Recycling and Transfer Station, constructed in 1999, is located on 9.4 acres at the north end of the closed Vashon Landfill. It focuses on increasing the diversion of organics from the waste stream due to upcoming policy changes.

Work Details
The contract will be executed in three phases:

- Phase 1: Alternatives Analysis and Predesign (30% completion), anticipated to last 5 months.
- Phase 2: Final Design and Bidding Services, also expected to take 5 months.
- Phase 3: Services During Construction for an estimated duration of 10 months.

Specific tasks include managing project scope, schedule, budget; preparing a project management plan; conducting data collection including reviewing existing information and assessing facility site capacity; developing a technical memorandum summarizing existing conditions; and creating a risk management plan. Deliverables include progress reports, meeting agendas, notes, attendance records, and updated project schedules.

Period of Performance
The total estimated period of performance for all phases is approximately 33 months, starting with contract execution in January 2026 and concluding with construction completion in September 2028.

Place of Performance
The work will be performed at the Vashon Recycling & Transfer Station located at 18900 Westside Hwy SW, Vashon, WA 98070.

Bidder Requirements
Proposers must comply with King County's requirements regarding environmental compliance, worker safety laws, and labor regulations. Additionally, they are encouraged to subcontract with Minority Business Enterprises (MBE) and Women’s Business Enterprises (WBE) as part of their proposals.
