Description

The purpose of this contract is to provide engineering, design, and related services to King County Department of Natural Resources & Parks, Solid Waste Division, ( County ) for the Vashon Recycling & Transfer Station (VRTS) Organics Collection Area Improvement project.
Background
The King County Department of Natural Resources & Parks, Solid Waste Division, is seeking proposals for engineering, design, and related services for the Vashon Recycling & Transfer Station (VRTS) Organics Collection Area Improvement project. This project aims to enhance organics collection capacity for source-separated organic materials, accommodating larger vehicles and improving traffic flow within the facility.

The Vashon Recycling and Transfer Station was constructed in 1999 and is located on 9.4 acres at the north end of the closed Vashon Landfill. The project aligns with King County's priorities to increase organics diversion from the waste stream due to upcoming policy changes at state and local levels.

Work Details
The contract will be executed in three phases:

1. Phase 1: Alternatives Analysis and Predesign (30% completion) - estimated duration of 5 months. This phase includes project management, data collection, review of existing information, facility site assessment, and development of a project management plan.

2. Phase 2: Final Design and Bidding Services - estimated duration of 5 months.

3. Phase 3: Services During Construction - estimated duration of 10 months.

The scope includes evaluating existing traffic constraints, identifying expansion opportunities, and providing engineered solutions to improve organics collection capacity.

Period of Performance
The total estimated period of performance for all phases is approximately 33 months, starting from January 2026 with the execution of the consultant contract through September 2028 when construction is expected to be completed.

Place of Performance
The work will be performed at the Vashon Recycling & Transfer Station located at 18900 Westside Hwy SW, Vashon, WA 98070.

Bidder Requirements
Proposers must comply with federal provisions related to disadvantaged business enterprises as part of this contract funded by the EPA. The goals are set at a minimum of 10% for Minority Business Enterprises (MBE) and 4% for Women's Business Enterprises (WBE). Proposers must also demonstrate good faith efforts in subcontracting with MBE/WBE firms.
