Background
The Washington State Department of Children, Youth & Families (DCYF) is issuing a contract to TRACKTECH, LLC to provide advanced electronic monitoring technology for young people participating in Community Transition Services (CTS).

CTS is a legislatively mandated program that allows eligible youth to complete their residential obligations in the community while being monitored electronically for up to the last 18 months of their sentence. TRACKTECH is recognized as the only U.S. company offering a tether (watch unit) that communicates with a smartphone, enhancing mobility and eliminating the need for traditional ankle units. This contract aims to ensure effective monitoring and support for youth under DCYF's care.

Work Details
The contract includes the following services and products:
1. **Setup and Implementation Fee**: A one-time fee of $10,000 per site for installation, training, and implementation of the TRACKtech system, including 24 hours of on-site training.

2. **Additional Training**: Available upon mutual agreement at rates of $300 per hour for onsite training and $100 per hour for virtual training.

3. **TRACKphone Monthly Tiered Rate**:
- 0 – 25 Program Members: $5,000
- 26-35 Program Members: $7,500
- 36-50 Program Members: $10,000
- 50+ Program Members: $7 per member (includes after-hours call center).

4. **Hardware Availability**: TRACKtech will provide a number of TRACKphones based on Licensee needs, with up to 10% held in reserve at no charge.

5. **Call Center Operations**: Available from 5:00 PM PST to 7:00 AM PST.

6. **Monitoring Features**: The system includes biometric identification and monitoring capabilities without an ankle unit, after-hours monitoring with tailored notifications, and geofencing features with real-time GPS capability.

Period of Performance
The contract will commence on January 24, 2025, and is expected to end on December 31, 2030. There is an option to extend the contract for an additional two years through December 31, 2032 if funding allows.

Place of Performance
The services will be performed within Washington State as part of the Community Transition Services program.
