Background
The Washington State Department of Corrections (DOC) is responsible for providing comprehensive healthcare to approximately 13,000 incarcerated individuals across various facilities in Washington. The Department is committed to ensuring that all individuals receive necessary care and treatment, particularly those undergoing treatment for gender dysphoria who require electrolysis before gender reassignment surgery or other medically necessary treatments.

This Request for Information (RFI) seeks to gather information from potential vendors who can provide electrolysis services to these individuals.

Work Details
Vendors are expected to provide electrolysis services specifically for incarcerated individuals receiving treatment for gender dysphoria. Services may be conducted on-site at DOC facilities or off-site if feasible. Key requirements include:
- Use of topical anesthesia unless the vendor is licensed to administer local anesthetic injections.
- Compliance with DOC health and safety protocols, including orientation and training related to the Prison Rape Elimination Act (PREA).
- Services may be needed at the following facilities: Airway Heights Corrections Center, Monroe Correctional Complex, Washington Corrections Center for Women, Washington State Penitentiary, and Stafford Creek Corrections Center.
- Vendors must provide a detailed description of their treatment plans, including the number of treatments expected, length of treatments, infection prevention procedures, and whether they can accommodate on-site or off-site services.

Period of Performance
The RFI was issued on August 15, 2024, with responses due by September 16, 2024. The anticipated need for electrolysis services is ongoing as approximately 10-25 individuals may require treatment each year.

Place of Performance
Services are primarily expected to be performed at DOC facilities located throughout Washington State, including Airway Heights, Monroe, Gig Harbor, Walla Walla, and Aberdeen.
