The Department of Licensing (DOL) is seeking qualified Applicants to provide driver license assistance and outreach support services to low-income, unlicensed Washington residents free of charge. This initiative is funded through the supplemental Transportation Budget House Bill 5161, which allocates $2,200,000 for the Driver’s License Assistance Program. The goal of this contract is to assist unlicensed residents in navigating the licensure process and removing barriers to obtaining driver education and training.
Work Details
The Contractor will deliver services that include:
1. **Eligibility Determination and Intake Process**: Assessing participants' eligibility based on low-income status and unlicensed condition.
2. **Outreach Activities**: Conducting community outreach through social media campaigns, presentations, flyers, and other advertising strategies to raise awareness about the program.
3. **Support and Mentoring**: Providing guidance throughout the licensure process, including assistance with applications, transportation to training/testing locations, and understanding DOL materials.
4. **Instruction Services**: Collaborating with licensed Driver’s Training Schools for formal instruction in vehicle operation.
5. **Translation and Interpretation Services**: Utilizing registered interpreters for knowledge exams at Driver’s Training Schools.
6. **Goods and Equipment Purchases**: Acquiring necessary items such as translated materials and outreach tools with prior DOL approval.
Period of Performance
The contract will commence on November 1, 2025, and end on June 30, 2027.
Place of Performance
Services will be provided across six designated service areas in Washington State including counties such as Adams, Benton, King, Pierce, Kitsap, Clark among others.
Bidder Requirements
Applicants must be a registered non-profit agency in Washington State with at least one year of experience providing driver’s license assistance services. They must also have a Unified Business Identifier (UBI) from the Washington State Secretary of State's Office and comply with all applicable laws including having necessary licenses and certifications.
