Background
The State of Washington's Department of Enterprise Services is issuing a Request for Qualifications (RFQ) for pre-design and design services for a new Water Supply System for the Department of Health – Public Health Laboratories located in Shoreline, WA.

The existing waterline is outdated and requires repair, as it currently does not meet the standards necessary for fire department permits due to low flow. The project aims to provide a reliable water system that meets the North City Water District (NCWD) construction requirements and standards.

Work Details
The scope of work includes selecting a Civil Engineering firm to provide pre-design and design services for the Water Supply System at 1610 NE 150th Street, Shoreline, WA.

The project involves creating a looped water system around the DOH-PHL property with an 8” or 10” developer’s extension, including 6” lines running to each DOH building. Each building will have its own water meter, and provisions will be made for future expansion onto the Fircrest School Site with shutoff valves.

The project must adhere to NCWD development requirements and construction standards. The preliminary Maximum Allowable Construction Cost (MACC) is set at $3,000,000, with funding allocated for pre-design and design services in the 2025-2027 biennium and anticipated construction funding in the 2027-2029 biennium.

Period of Performance
The contract period is expected to cover pre-design and design services during the 2025-2027 biennium, with construction anticipated to begin in the 2027-2029 biennium.

Place of Performance
The work will be performed at the Department of Health - Public Health Laboratories located at 1610 NE 150th Street, Shoreline, WA.

Bidder Requirements
Firms submitting qualifications should have a strong background in innovative design of water supply systems and an understanding of NCWD requirements. They should also be well-versed in multi-phased State agency construction processes and the Washington capital budget process.
