Background
The State of Washington's Department of Enterprise Services is seeking consultant services for Project No. 2025-346, which involves a Comprehensive Evaluation Study for the Parcel Analysis Project on McNeil Island. The Department of Corrections (DOC) manages 24 parcels on McNeil Island, which include various facilities and structures subject to multiple regulations regarding environmental compliance and historical preservation.

Work Details
The selected Architectural or Engineering firm will conduct a detailed assessment of all agency parcels, identifying each parcel’s ownership, current use, restrictions, environmental hazards, infrastructure needing removal or decommissioning, and infrastructure that could be transferred to another entity.
The study will also include areas requiring further testing and monitoring, options for future use, coordination with the Department of Archaeology and Historic Preservation regarding historical structures, estimated costs for removal or preservation of facilities, a 10-year history of state expenditures on the island, projected capital costs for the next decade, census counts of residents served by state programs, an analysis of effects from relocating services currently offered on McNeil Island, prioritization and risk management plans for hazards, and specialized removal and decommissioning requirements.
Period of Performance
The project is funded for services in the 2025-2027 biennium with a completion date set for June 30, 2026.

The work will be performed on McNeil Island in Washington State.
