Background
The City of Spokane, through its Community and Economic Development Division, is initiating this Request for Proposals (RFP) to solicit proposals from firms interested in providing Development Code Assessment and Modernization Services. Spokane's municipal code has evolved incrementally over decades, leading to fragmentation and inconsistencies. Recent legislation and the upcoming comprehensive plan update necessitate a holistic review and restructuring of the code to align with current policy objectives, eliminate barriers to development, promote equity and sustainability, and improve clarity in development processes.
Work Details
The selected firm will conduct a comprehensive overhaul of Spokane’s zoning, subdivision, land use, and development-related codes. Key tasks include:
1) Baseline Assessment and Stakeholder Engagement: Review Title 17 of the Spokane Municipal Code and relevant planning documents; conduct meetings with city staff and stakeholders; evaluate current permitting workflows.
2) Draft Code Framework: Create an annotated outline for a unified development code structure; identify integration points for technical documents.
3) Code Overhaul and Drafting: Draft a new integrated development code that reflects updated standards; produce an updated GIS-based zoning map.
4) Adoption and Implementation Support: Assist with Plan Commission and City Council hearings; conduct training sessions for staff; provide an Implementation Roadmap.
5) Optional Services: Additional process improvement studies or coordination with vendors for online hosting of the development code.
Period of Performance
The contract will be effective through December 31, 2027, with two renewable one-year options upon mutual agreement.

The services will be performed in Spokane, Washington.
Bidder Requirements
Proposers must have experience leading or supporting at least two zoning code assessments or updates for local governments with populations over 150,000 within the past five years. The project team must include personnel with a minimum of five years of experience in land use planning and at least one licensed attorney experienced in land use law. Proposers must hold an active Washington State business license at the time of contract execution.
