Background
The Washington State Health Care Authority (HCA) is seeking to develop and deliver comprehensive statewide training for Designated Crisis Responders (DCRs). DCRs are mental health professionals responsible for assessing individuals experiencing acute behavioral health crises, which may require involuntary treatment.

The goal of this contract is to ensure that DCRs are adequately trained in their legal responsibilities and the challenges they face, thereby enhancing the state's capacity to respond effectively to behavioral health crises.

Work Details
The contractor, Washington Association of Designated Crisis Responders (WADCR), will provide:
1. Comprehensive training for DCRs on legal responsibilities and risks associated with their roles.
2. Ongoing supervisory support for DCR offices statewide, including timely dissemination of procedural updates and problem-solving assistance.

The contract includes two training events annually and ongoing support services, with a total estimated cost of approximately $65,000 per year. The initial budget period will cover one training event and supervisory support at a cost of $32,500.

Period of Performance
The contract will commence upon execution and will continue through September 30, 2030.

Place of Performance
The services will be performed statewide across various DCR offices in Washington State.

Bidder Requirements
The contractor must be a recognized expert in the field of crisis response training as defined by RCW 71.05.760(1). WADCR is uniquely qualified due to its established reputation within the DCR community and its elected board comprising DCR supervisors from each county.
