Background
Clark County, Washington is seeking proposals for design services to improve Orchards Community Park, located at 9800 NE 54th St. The park, first developed in 1970, spans 33 acres and currently includes parking, trails, a playground, park shelter, and restrooms.
The goal of this project is to enhance the park's facilities based on community input gathered through public outreach efforts. Proposed improvements include upgrades to parking and circulation, new bathroom facilities, a replacement playground, a splash pad, and additional recreational amenities such as a disc golf course and remote control car track.
Work Details
The selected contractor will provide landscape architecture, engineering, architecture, and environmental professional services. Key tasks include:
- Ongoing project management and coordination with Clark County staff.
- Conducting site surveys (topographic and boundary).
- Supporting public outreach activities by creating visual displays of proposed improvements.
- Developing conceptual site plans based on community feedback.
- Preparing necessary documentation for planning reviews and permits including stormwater management plans and building permit applications.
- Compiling plans and specifications for bidding purposes at various stages (30%, 60%, 90%, 99%, final PS&E).
- Providing support during the bid period including responding to inquiries and preparing addendums.
Period of Performance
The contract will commence on February 15, 2026, and is expected to last for two years until February 14, 2028. There is potential for extension for an additional two years.
Place of Performance
Work may be performed at the County’s facility, the Proposer’s facility, or any third-party location as necessary.
Bidder Requirements
Proposers must be registered with the Municipal Research and Service Center (MRSC) Rosters to participate in this solicitation. Additionally, all proposals must include a completed 'Certification Regarding Debarment' form. Proposers must also comply with insurance requirements including general liability insurance with minimum limits of $2 million per occurrence and professional liability insurance of at least $1 million per occurrence.
