Background
Ben Franklin Transit (BFT) is a municipal corporation in Washington that provides transportation services to the Tri-Cities community. The agency aims to enhance personal mobility, support economic diversity, and foster sustainable growth.
BFT has identified the need for a secure training facility that includes offices, storage spaces, and a driving course to meet both current and long-term needs. This facility will be built on a decommissioned transit hub currently used for off-site storage.
Work Details
The Design-Builder will perform all design and construction services necessary to complete the Huntington Training Center project. This includes:
1. Constructing classrooms for training new drivers and continuing education for existing employees.
2. Providing offices, a conference room, a break room, changing rooms, and storage areas for both office/classroom and driving area equipment.
3. Implementing innovative design and construction techniques to optimize space usage.
4. Ensuring transparent pricing throughout the project to keep the Owner informed about costs associated with design and construction decisions.
Period of Performance
The work is expected to commence within ten (10) days of receiving the Owner's Notice to Proceed. The Validation Period for the Project must be completed by an established date during Phase 1, with substantial completion of the entire work expected as part of the GMP Amendment.
Place of Performance
The contract will be performed at the site of the Huntington Training Center located at a decommissioned transit hub in Richland, Washington.
Bidder Requirements
BFT promotes participation by Disadvantaged Business Enterprises certified by the State of Washington's office of Minority and Women-Owned Business Enterprises in its contracts. Contractors must comply with all applicable Equal Employment Opportunity laws and certify that neither they nor their subcontractors are on the Comptroller General’s list of ineligible contractors.
