DES - On-Call Commissioning Services Consultants - Statewide

Background
The State of Washington's Department of Enterprise Services (DES) is seeking qualified consultants to be included in 'On-Call Consultant Rosters' for commissioning services. This initiative is part of their Facilities Professional Services aimed at supporting both planned and unplanned projects during the 2025-27 biennium, which spans from July 1, 2025, to June 30, 2027. The goal is to ensure that specialized services are readily available for various projects across the state.

Work Details
Consultants selected will provide commissioning services for Facilities Professional Service clients. They will assist in developing and coordinating commissioning specifications and participate in the design review process. The systems to be commissioned include:

- Heating, ventilating and air conditioning (HVAC) equipment
- HVAC controls
- Ductwork
- Electrical systems
- Exhaust fans
- Smoke evacuation systems
- Carbon dioxide detectors
- Laboratory equipment
- Plumbing systems
- Fire/life safety systems
- Security systems
- Low voltage systems
- Emergency power supplies
- Domestic hot water systems
- Building envelopes.

Consultants must demonstrate competence in meeting LEED requirements for compulsory and enhanced commissioning services. They may also be involved in reviewing LEED training materials and videotaping training sessions. Selected consultants may need to begin work during the early design stages of projects and continue through project completion. Additionally, they may be required to check systems periodically for one year after project completion.

Period of Performance
The contract will be performed over the biennium from July 1, 2025, through June 30, 2027.

Place of Performance
The services will be provided throughout Washington State with a focus on selecting consultants based on their proximity to specific geographical regions.
