DES - Campus Energy System Replacement - Olympia

Background
The State of Washington's Department of Enterprise Services is seeking design services for the Campus Energy System Replacement project at the State Capitol Campus in Olympia, WA. This project aims to replace the existing steam heating system, which is over 100 years old and inefficient, with a modern system that aligns with Washington State's zero-carbon goals and complies with Clean Buildings Performance Standards legislation.

Work Details
The consultant will provide comprehensive design and engineering services, including:

1. Preparation of detailed construction and demolition plans;
2. Design of centralized equipment locations based on the Decarbonization Report;
3. Evaluation of phasing approaches for permitting and construction;
4. Stakeholder engagement processes to gather input from various stakeholders;
5. Conducting a thorough review of relevant background documents;
6. Performing a SEPA environmental review;
7. Providing recommendations on project budget and financing options;
8. Conducting cost estimates for alternatives considered in the decarbonization plan;
9. Collaboration with Puget Sound Energy (PSE) on renewable energy initiatives;
10. Overseeing construction administration to ensure adherence to design specifications;
11. Project close-out documentation;
12. Conducting a standalone report on existing campus infrastructure limits; and
13. Preparing presentation materials for public meetings.

Period of Performance
Design services are pending funding for the 2025-2027 biennium, with construction funding anticipated in the subsequent biennia (2027-2029 and 2029-2031).

Place of Performance
The contract will be performed at the State Capitol Campus in Olympia, Washington.

Bidder Requirements
Consultants must demonstrate expertise in innovative design and construction of district energy systems, experience across all contract delivery methods, proficiency in multi-phased state agency construction, and a strong background in planning.
