Background
The Department of Children Youth & Families (DCYF) is seeking an Architectural/Engineering Consulting Team for the Echo Glen Children’s Center Upper Campus Boiler Replacement project located in Snoqualmie, WA. The facility, built in the mid-1960s, consists of 47 buildings and serves as a medium/maximum security rehabilitation center for youth. The goal of this contract is to replace the existing heating and cooling systems with more efficient alternatives while ensuring compliance with state regulations and improving energy efficiency.

Work Details
The scope of work includes:
- Schematic design, design development, construction documents, permitting, bidding, construction administration, and project closeout.
- Replacement of the existing heating and cooling plants with a Variable Refrigerant Flow (VRF) system and a Dedicated Outdoor Air System (DOAS).
- Installation of new air to water heat pumps for the Recreation Building and Library.
- Modifications to electrical distribution systems as necessary.
- Phased installation plan to minimize disruption to facility operations:
- Phase 1: Health & Social Services Building - modify electrical panels, demo existing equipment, install new systems.
- Phase 2: Administration Building - similar tasks as Phase 1.
- Phase 3: Infirmary Building - similar tasks as Phase 1.
- Phase 4: Commissary Building - demo existing systems and install new VRF & DOAS systems.

Period of Performance
The contract period will commence upon selection of the consultant team and is expected to be completed by late November 2025 following the execution of agreements.

Place of Performance
The work will be performed at Echo Glen Children’s Center located at 33010 SE 99th Street, Snoqualmie, WA.

Bidder Requirements
Consultants must have proven experience in juvenile rehabilitation correctional facilities. They must be licensed in Washington State with a Washington State UBI, pass an FBI fingerprint background check, and complete training associated with the federal prison rape elimination act (PREA). All firms are encouraged to develop diverse business inclusion strategies to meet state goals for minority-owned, women-owned, veteran-owned businesses.
