DB - MIL - Joint Force Headquarters - Washington Military Department

Background
The Washington Military Department, through the Department of Enterprise Services (DES), is soliciting Statements of Qualifications (SOQ) from qualified Design-Build teams to design and construct the Joint Force Headquarters (JFHQ) at Camp Murray in Tacoma, Washington.

This project is federally funded and aims to provide a state-of-the-art flexible administrative facility for multiple directorates from the Washington Army National Guard, Washington Air National Guard, and Washington Military Department. The project will utilize a traditional Design-Build approach as authorized under RCW 39.10.300, et seq.

Work Details
The project involves designing and constructing a building with a total area of 64,298 Gross Square Feet (GSF) on a site of approximately 199,474 SF.

The facility will include various functional spaces such as:
- An auditorium
- Administrative offices
- Secure conference centers
- Storage areas

It must comply with National Guard Bureau standards and achieve LEED Silver certification. Key features include energy efficiency measures, anti-terrorism standards compliance, and accessibility for individuals with disabilities. The maximum allowable design and construction cost is $46,833,000 excluding sales tax.

Period of Performance
The project is anticipated to start by October 2025 and achieve substantial completion by October 2028.

The Design-Build contract must be executed by September 30, 2025.

Place of Performance
The contract will be performed at Camp Murray in Tacoma, Washington.
