Background
The Port of Vancouver USA is seeking proposals from consultants to develop an agreement for cybersecurity services. This initiative is in response to the regulatory requirements set forth by the United States Coast Guard (USCG) under the Maritime Transportation Security Act (MTSA).

Work Details
The selected consultant will provide approximately ten hours of cybersecurity consulting per month to support the port's Information Security staff. Responsibilities include:
- Serving as a Subject Matter Expert on USCG cybersecurity regulations;
- Conducting audits and assessments of cybersecurity controls;
- Providing training for Cybersecurity Officers;
- Offering expertise in federal cybersecurity frameworks like CMMC;
- Assisting in developing Coast Guard security plans.
The consultant must demonstrate experience in information security management within a maritime environment and familiarity with USCG documentation and procedures.
Period of Performance
The contract period is expected to last up to five years or until the completion of any ongoing projects. Contract extensions may occur by mutual agreement based on project needs.

Bidder Requirements
Consultants must possess or be able to acquire Transportation Workers Identification Credentials (TWIC) for access to the port. Additionally, they should have relevant industry certifications such as CISSP, CISM, CEH, or GIAC.
