Description

Washington Health Benefit Exchange (WAHBE) is initiating this RFP to obtain a Customer Decision Support Solution (CDSSs) for Health Plan Recommendations. WAHBE looks forward to hearing from Vendors who are capable of building quality rating scores into CDSSs, interested in providing a broader suite of tools alongside the total out-of-pocket cost calculator and formulary search, such as a network comparison tool or other tools that support plan shopping and enrollment.
Background
The Washington Health Benefit Exchange (WAHBE) is the State of Washington's health insurance marketplace, facilitating access to health insurance for residents. WAHBE aims to improve the customer experience in securing health insurance through innovative solutions. This Request for Proposals (RFP) seeks a qualified vendor to provide a Customer Decision Support Solution (CDSS) that enhances customer shopping for individual market insurance via the Washington Healthplanfinder (HPF). The goal is to support informed decision-making and improve access to affordable healthcare.

Work Details
The selected contractor will provide a CDSS that includes:

- Integration with HPF, allowing customers to receive personalized plan recommendations based on their healthcare needs and budget.
- A total cost calculator that factors in federal and state subsidies, out-of-pocket costs, and eligibility determinations.
- A formulary search function to check prescription coverage across health plans.
- A provider directory integration to identify covered providers and facilities.
- Tools for network comparison and plan shopping assistance.
- Culturally and linguistically appropriate resources for diverse populations, including Spanish language support.
- Compliance with accessibility standards as per ADA and WCAG guidelines.

Period of Performance
The anticipated period of performance is from February 14, 2025, through June 30, 2027, with an option for WAHBE to extend the contract through June 30, 2033.

Place of Performance
The services will be performed primarily online through the Washington Healthplanfinder platform.
