CSO 34-1 Sport Court Improvements

Background
The City of Spokane Parks & Recreation Department is soliciting bids for the CSO 34-1 Sport Court Improvements project. The purpose of this project is to enhance recreational facilities in the East Central Neighborhood of Spokane by constructing new pickleball courts and making various site improvements. This initiative aligns with the city's commitment to improving community amenities and promoting active lifestyles among residents.

Work Details
The contractor will be responsible for all work necessary for the proper execution and completion of the CSO 34-1 Sport Court Improvements, including:
- Constructing three new pickleball courts with acrylic surfacing above an existing underground CSO tank.
- Site preparation of approximately 0.75 acres, including tree protection, clearing, grubbing, limited demolition, grading, concrete flatwork, site fencing and gates, landscape and irrigation improvements, and installation of various fixtures and equipment.
- Bid Alternate 1 includes the removal of existing concrete sidewalk and replacement with new reinforced concrete sidewalk as directed in the plans.

Period of Performance
The contractor agrees to start work within ten (10) days of receiving the Notice to Proceed and to substantially complete the specified work within 90 calendar days or no later than June 1, 2026.

Place of Performance
The project will be performed in Spokane's East Central Neighborhood.

Bidder Requirements
Bidders must meet specific requirements including:
- A current certificate of registration as a contractor in compliance with Washington state law.
- A current Washington Unified Business Identifier (UBI) number.
- Proof of Industrial Insurance coverage for employees working in Washington.
- Compliance with apprenticeship utilization requirements if applicable.
- Submission of a bid bond amounting to at least five percent (5%) of the total bid amount.
- Bidders are encouraged to include Minority Business Enterprises (MBE) or Women's Business Enterprises (WBE) in their subcontracting plans, aiming for a goal of three percent (3%) participation.
