Course Content for LMS

Background
The Washington State Department of Social and Health Services (DSHS) is seeking to procure licenses for off-the-shelf, continuing education (CE), e-learning course content for home care aides and other long-term care workers. This initiative is part of DSHS's mission to provide affordable access to training that enables caregivers to maintain their certifications as required by the Washington Administrative Code (WAC) 388-112A-0600.

The online courses will be accessible through a DSHS-operated Learning Management System (LMS) known as CareLearn, which aims to support over 15,000 users by mid-2026.

Work Details
The contract will involve the following services:
1. Provide unlimited access for CareLearn users to view and interact with caregiving training content.
2. Deliver all necessary files for caregiver training deployment within 14 days post-contract execution.
3. Ensure that initial course files are SCORM-compliant and packaged as ZIP files, containing all training content without external links.
4. Collaborate with DSHS on any required updates to the courses, redistributing updated files as necessary.

Period of Performance
The contract performance period is anticipated to start on August 25, 2025, and will last for one year, with the possibility of extension in one-year increments up to three additional years.

Place of Performance
The services will be performed in Washington State, specifically through the DSHS-operated Learning Management System (LMS).

Bidder Requirements
Bidders must meet specific qualifications including:
- Ability to provide existing asynchronous online course content that meets DSHS training standards.
- Compliance with requirements set forth in the solicitation document.
- Bidders are encouraged to include Washington Small, Minority, Women, and Veteran-owned businesses in their proposals.
