Background
This Request for Proposals (RFP) 26-8043 is issued by Spokane County, Washington, which aims to procure courier services for its various departments. The County's mission is to enhance communication and reduce operational costs through efficient service delivery. The goal of this contract is to ensure reliable and secure transportation of mail and parcels within the county.

Work Details
The contractor will provide comprehensive courier services that include:
- Daily pick-up and delivery of mail and parcels for Spokane County departments.
- Secure and confidential transportation of sensitive materials.
- Compliance with all necessary insurance coverage as specified in the sample agreement.
- Provision of drivers who possess a valid Washington Driver’s License, have clean driving records, and can pass security clearance checks.
- Capability to handle all necessary logistics related to the courier services as outlined in Attachment F - Scope of Work.

Period of Performance
The contract will commence upon the date specified in the Notice to Proceed and will continue for an initial term of five years, with options for up to five additional one-year renewals.

Place of Performance
Services will be performed primarily within Spokane County, Washington.

Bidder Requirements
Proposers must demonstrate proven experience providing daily courier services in Spokane County. They must also have a current crime insurance policy or bonding, provide secured transportation for confidential materials, and ensure that neither they nor their subcontractors are under suspension or debarment by any state or federal agency.
