Description

The purpose of this contract is to provide construction management and inspection (CM&I) services to King County Department of Natural Resources and Parks, Water and Land Resources Division ( County ) for Black River Pump Station (BRPS) capital improvement projects. For this contract, the County has determined that the maximum labor rate limitation will not apply. This Scope of Work reflects the County's current understanding of the work; however, it may be updated during negotiations.
Background
The King County Department of Natural Resources and Parks, Water and Land Resources Division is issuing this contract for construction management and inspection services for the Black River Pump Station (BRPS) capital improvement projects.

The BRPS is crucial for flood containment in the Green River system, protecting commercial properties in Renton, Kent, and Tukwila. Built in 1972, the pump station requires upgrades to enhance seismic resilience, fish passage efficiency, and overall reliability after over 50 years of service.

Work Details
The contractor will provide construction management and inspection (CM&I) services across three phases:
1. **Phase 1**: Final Design and Construction Procurement (13 months) - Includes project management, coordination, safety program development, construction management plan preparation, and monthly progress reporting.

2. **Phase 2**: Site Preparation, Open Channel Fish Passage Construction, In-Water Work, and Seismic Upgrades for North Half of Project (23 months) - Involves site inspections, compliance checks with permit conditions, daily inspection reports documenting contractor work progress, and coordination of material testing.

3. **Phase 3**: In-Water Work and Seismic Upgrades for North Half of Project (27 months) - Continues oversight of construction activities including contractor submittal evaluations and change order assistance. Specific tasks include conducting constructability reviews at 60%, 90%, and 100% design stages; preparing technical memorandums with recommendations; ensuring compliance with safety regulations; maintaining documentation through daily inspection reports; coordinating testing; managing submittals; evaluating change orders; and conducting drone surveys for project oversight.

Period of Performance
The total estimated period of performance is approximately 63 months across all phases starting from June 2025 to November 2030.

Place of Performance
The contract will be performed at the Black River Pump Station site located in King County.
