CDHY-Northrop Modernization

Background
The project is initiated by the Washington Center for Deaf and Hard of Hearing Youth under the Department of Enterprise Services. The goal of the contract is to modernize the Northrop facility to better serve the needs of deaf and hard of hearing youth, enhancing their educational environment and accessibility.

Work Details
The contract involves comprehensive modernization work at the Northrop Building, which includes plumbing, electrical, HVAC systems, and structural steel installation.

Bidders must submit Form A detailing subcontractors for plumbing, electrical, and HVAC at the time of bid submission. Additionally, Form B for structural steel and rebar installation must be submitted within 48 hours post-bid submission. The estimated cost range for this project is between $11,900,000.00 and $14,200,000.00.

Period of Performance
The contract work is expected to commence after the bid opening on September 9, 2025.

Place of Performance
The work will be performed at the Northrop Building located at 611 Grand Blvd., Vancouver, WA 98661.

Bidder Requirements
Bidders must comply with new laws effective July 27, 2025 regarding subcontractor listings. For bids exceeding $1 million, bidders are required to provide names and license numbers of subcontractors for HVAC, plumbing, and electrical work on Form A at bid submission.

They must also register in the DES Diversity Compliance program (B2Gnow) and aim to meet voluntary diversity goals: 10% MBE, 6% WBE, 5% SBE or PWSBE, and 5% Veterans.
