Building Appraisal Services

Background
The Washington Schools Risk Management Pool (WSRMP) was established on September 1, 1986, to provide property and liability coverage for approximately 94-member school districts, educational service districts, and interlocal cooperatives.
WSRMP is seeking proposals from qualified firms to perform building appraisal services for a three-year term starting September 1, 2025, with an option for two additional single-year terms. The property risk of its members is approximately $36 billion in real property value across over 3,000 buildings.

Work Details
The selected firm will conduct building appraisals using a standardized assessment for the next two years and begin physical appraisals in years 27-28. The scope of work includes:
- Scheduling on-site appraisals with WSRMP members.
- Performing component-based building appraisals that include measurements, descriptions, and photographs of all buildings and structures.
- Valuing contents based on modeled approaches by building usage and square footage.
- Establishing values for Replacement Cost, Actual Cash Value, and Historical Reproduction Cost where applicable.
- Deliverables include an Excel spreadsheet of collected data, Annual Project Summary Reports detailing appraised buildings and changes in value, and Member Detail Reports containing specific information about each building such as property name, address, GPS coordinates, construction details, occupancy use, and photographs.

Period of Performance
The contract will commence on September 1, 2025, for a three-year term with options for two additional one-year terms.

Place of Performance
Appraisals will be conducted at various locations across the member school districts served by WSRMP in Washington State.

Bidder Requirements
Proposals must include detailed information about the firm's qualifications including experience with governmental entities and risk pools. Firms may need to provide a bond or liquidated damages clause as part of the contract. All proposals must be kept confidential until opened by WSRMP.
