Black River Decision Support Model for Wetland Habitat

Background
The Washington State Department of Fish and Wildlife (WDFW) is issuing this contract to enhance habitat for the Oregon Spotted Frog (OSF) by developing a decision support model. The goal is to gather existing hydrological monitoring data, model current and future hydrologic scenarios, and test site concept designs at four locations within a 125-square-mile project area.

Work Details
The contractor, Northwest Land and Water, Inc., will perform the following tasks:

1. Characterize existing conditions by analyzing monitoring data from four data sites and regional data.
2. Identify monitoring stations and survey ground surface elevations for model calibration.
3. Design the model grid and develop inputs using characterization data.
4. Calibrate and run the model under various climate change scenarios.
5. Prepare a summary report outlining modeling results with recommendations for restoration efforts, including engineered site treatments.
6. Project management throughout the contract period.

Period of Performance
The contract will commence on August 25, 2025, and terminate on March 31, 2027.

Place of Performance
The work will be performed in the Black River region of Washington State, covering a geographic area of approximately 125 square miles.

Bidder Requirements
This is a sole source contract with no specific set-aside certifications mentioned; however, compliance with applicable state, federal, and local laws is required.
