BDO Services to Manage DBS Supportive Services Program

Background
The Washington State Department of Transportation (WSDOT) is issuing this Competitive Solicitation to procure Business Development Organization Services to manage the Disadvantaged Business Enterprises Supportive Services (DBE/SS) Program.

This program aims to assist in the growth and self-sufficiency of DBE firms participating in the federal-aid highway program, providing services free of charge to eligible firms as per federal regulations.

Work Details
The selected Business Development Organization (BDO) will be responsible for:
- Assessing DBE technical assistance requirements;
- Pairing firms with appropriate service providers;
- Assessing the quality of services provided;
- Monitoring training objectives;
- Acting as a liaison between consultants and DBEs;
- Tracking expenditures;
- Reporting all instances of assistance provided.

The contract will include a scope of work detailing project-specific activities, deliverables, and timelines.

Period of Performance
The contract term is for twelve (12) months, starting from the anticipated contract award date of November 01, 2024.

Place of Performance
The services will be performed within the state of Washington, specifically related to the federal-aid highway program.
