Background
The City of Spokane, through its Human Resources Department, is initiating this Request for Proposals (RFP) to solicit proposals from firms interested in providing Background Check and Screening Services.
The goal of this contract is to ensure comprehensive background checks are conducted for prospective employees, adhering to applicable federal and state regulations.
Work Details
The selected firm will provide comprehensive background check and screening services which include:
- Social security number verification and validation
- Name and address trace
- Date of birth verification
- Current residence confirmation
- Risk management scans for inconsistencies in a person's history to identify potential fraudulent or misleading information
- Credit checks for up to seven years of history
- Public records relating to financial history
- Criminal history checks up to seven years from statewide systems and databases (Felony and Misdemeanor)
- Criminal history checks up to seven years from national/federal systems and databases (Felony, Misdemeanor, Sex Offender Registry, etc.)
- Motor vehicle and driving records up to seven years
- Education verification
- Employment verification.
Additionally, the firm must facilitate timely delivery of results, provide regular status updates during the process, ensure compliance with Fair Credit Reporting Act (FCRA) requirements, and keep the City informed about changing laws and best practices related to background screening.
Period of Performance
The contract will be for a period of three (3) years with options for two (2) additional one (1) year renewals upon mutual agreement.
Place of Performance
Services will be performed in Spokane, Washington.
Bidder Requirements
Proposers must have at least five (5) years of experience in background screenings including criminal background screenings. They must also be licensed to do business in the State of Washington. The proposal must include compliance with all requirements set forth in the RFP.
