Background
The Washington State Department of Natural Resources (DNR) is seeking proposals from qualified vendors to develop and implement a comprehensive Aviation Maintenance Tracking and Inventory Management System. This system will be utilized by the Aviation unit within the Wildland Fire Management Division to effectively track maintenance activities and manage inventory for a fleet consisting of eleven rotary-wing aircraft and two fixed-wing aircraft.
The goal is to enhance operational efficiency through a secure, standardized system that supports maintenance tracking, work order management, and spare parts inventory control.
Work Details
The contract includes the following services:
- System configuration and implementation
- Data migration
- Training for users
- Ongoing technical support and maintenance.
Vendors may propose commercially available software, subscription-based solutions, custom-developed systems, or a combination thereof. The proposed solution must meet all requirements outlined in Exhibit E – Aviation Maintenance Tracking and Inventory Management System Requirements. Additionally, the contractor must comply with all applicable Washington State information technology policies and standards.
Period of Performance
The contract is expected to commence on or about July 1, 2026, and will run until June 30, 2031.
Place of Performance
The services will be performed in Washington State as specified by the DNR.
Bidder Requirements
Bidders must be licensed to operate in Washington State or commit to obtaining such a license prior to service delivery. All bidders must register in Washington’s Electronic Business Solutions (WEBS) system before the proposal due date. Bidders must also be based in North America. Additional requirements include compliance with wage laws and submission of Exhibit A – Bidder’s Certifications and Assurances Form.
