Description

ALNW is seeking a supplier of Jet A Aviation Fuel for its Arlington and Bellingham, WA Bases.
Background
Airlift Northwest (ALNW) is seeking a supplier of Jet A Aviation Fuel for its Arlington and Bellingham, WA bases. The University of Washington (UW) Medicine Supply Chain is issuing this Request for Proposals (RFP) to ensure a continued level of service and uninterrupted fuel supply for its operations. UW Medicine's mission is to improve public health by advancing medical knowledge and providing outstanding care.

Work Details
The selected supplier will deliver Jet A Aviation fuel that meets ASTM D1655 specifications to ALNW’s fuel storage tanks at Arlington Municipal Airport and Peace Health St. Joseph Medical Center in Bellingham, WA. The supplier must provide dedicated delivery trucks and ensure fuel quality with certificates of analysis. Additionally, ALNW must be allowed to inspect the fuel prior to delivery, and the supplier should agree to reasonable terms of responsibility for damages caused by negligence during delivery.

Customer service performance expectations include:
- A 24-hour response time for refueling requests
- Priority fueling during emergencies
- Quarterly performance reviews

The supplier must also have a quality control program that meets regulatory standards and experience with FAA regulations.

Period of Performance
The contract period is estimated from September 1, 2025, to August 30, 2028, with the possibility of extending the contract for up to three additional two-year options, not exceeding a total term of nine years.

Place of Performance
The contract will be performed at Arlington Municipal Airport located at 17609 50th Drive NE, Suite B, Arlington, WA 98223 and Peace Health St. Joseph Medical Center located at 2901 Squalicum Parkway, Bellingham, WA 98225.

Bidder Requirements
Bidders must be registered in UW Medicine’s vendor management system and meet minimum qualifications stated in the RFP. They should also comply with Washington State laws regarding Minority and Women’s Business Enterprises (MWBE) participation; however, no minimum level of MWBE participation is required for award consideration.
