Background
The Washington State Department of Enterprise Services (Enterprise Services) is conducting a competitive procurement to establish and award statewide contracts for aviation fuel and aircraft fueling services at selected airports in Washington, Oregon, and Idaho. The goal of this contract is to ensure that state agencies have access to necessary aviation fuel for various operations, including emergency responses such as firefighting during peak seasons. The contracts will allow multiple agencies to procure fuel as needed from awarded bidders.
Work Details
The contract includes the provision of three categories of aviation fuel:
1) Avgas 100LL,
2) Jet A with Prist additive,
3) Jet A without Prist additive.
Bidders must meet or exceed the minimum specifications outlined in Exhibit B – Contract. The awarded contractors will provide fuel at various airport locations across Washington, Oregon, and Idaho, including but not limited to Arlington Municipal Airport, Bellingham International Airport, Boeing Field, and Olympia Regional Airport. Each contractor may be awarded one contract per fuel type at each specified location based on their responsiveness and evaluation scores.
Period of Performance
The contract term is up to sixty (60) months from the date of award.
Place of Performance
Services will be performed at various airports across Washington State including Arlington, Bellingham, Seattle (Boeing Field), Bremerton, Chehalis, Olympia, and others as specified in the solicitation.
Bidder Requirements
Bidders must be registered with the Washington Secretary of State and the Washington State Department of Revenue. They must also have a Unified Business Identifier (UBI) number prior to contract award. Additionally, bidders must comply with insurance requirements as specified in Exhibit C – Insurance Requirements of the Contract.
