Description

The 2021 Legislature passed the 2021-23 capital budget (SHB 1080) which requires the AGENCY to review the existing formulas for state agency cost estimating to ensure they accurately reflect project costs for standard and alternative public works project delivery. The purpose of this Contract is to complete this work.
Background
The 2021 Legislature passed the 2021-23 capital budget (SHB 1080) which requires the AGENCY to review the existing formulas for state agency cost estimating to ensure they accurately reflect project costs for standard and alternative public works project delivery. The purpose of this Contract is to complete this work.

Work Details
The CONTRACTOR will provide services and staff, and otherwise do all things necessary for or incidental to the performance of work, as set forth below: Coordination of review activities with AGENCY staff and bi-weekly updates. These updates will be delivered either by telephone, e-mail, in-person, or video conference.
Meet with AGENCY staff by video conference upon their request as part of routine duties.
A final report shall be delivered by April 30, 2024 and include reviewing the existing formulas for state agency capital project cost estimating (C-100 form) and providing written recommendations to ensure cost estimates accurately reflect project costs for standard and alternative public works project delivery. The review must include construction cost escalation, project management fees, consultant extra services, and project contingences.
Review and provide written recommendations to update the architectural and engineering fee guidelines and fee schedule. CONTRACTOR must support their recommendations with justifications and detail industry best practices.
Provide the following deliverables by June 3, 2024: Updated draft architectural and engineering fee guidelines and fee schedule, based on CONTRACTOR recommendations accepted by AGENCY. Updated draft capital project cost estimator form, based on CONTRACTOR recommendations accepted by AGENCY.
At the request of AGENCY, the CONTRACTOR will make two presentations to committees of the Washington State Legislature to detail the outcomes of this study.

Period of Performance
The period of performance under this contract will be from the date of execution through June 30, 2024. At the sole discretion of the AGENCY this Contract may be extended for an additional six (6) months.
