Description

OFM is looking to track grant related data and information through a management database to report out relevant information and ensure the state's objectives related to acquiring federal funds are being met. There are several similar efforts on-going in Washington to assist with grant tracking and the acquisition of federal funds. Overall coordination is part of the services that OFM requires as part of this specific effort.
Background
The Washington State Office of Financial Management (OFM) is seeking input from the vendor community to develop specifications for a grant tracking and management database aimed at facilitating the state’s acquisition of federal funds.

This initiative is critical due to the unprecedented level of federal funding opportunities available for clean energy projects through acts such as the Infrastructure Investment and Jobs Act (IIJA) and Inflation Reduction Act (IRA). The goal is to ensure that the state meets its objectives in acquiring these federal funds while coordinating ongoing efforts in Washington related to grant tracking.

Work Details
The selected contractor(s) will develop a grant tracking and management database with the following features:
1. Public-facing capability on OFM’s website.
2. Basic data visualization tools for users to generate summary statistics and visualizations (graphs, charts, etc.).
3. Accessibility for both state agencies and OFM staff to enter and edit data, including batch upload options via spreadsheet.
4. Pre-population with existing IIJA grant tracking data before going live.
5. Ability to handle attachments and customizable fields for data retrieval and reporting.
6. Inclusion of all minimum data fields specified in Appendix A, which includes details such as agency names, program descriptions, funding timelines, federal share percentages, and more.
7. Interactive forums for communication and collaboration among agencies.

Period of Performance
The timeline for responses to this RFI is set with submissions due by October 15, 2024. Specific performance periods for the contract itself will be determined post-selection.

Place of Performance
The contract work will primarily take place in Washington State, specifically involving coordination with various state agencies.
