2026 Countywide Pavement Striping Project

Background
The 2026 Countywide Pavement Striping Project is initiated by Cowlitz County's Department of Public Works, aimed at enhancing road safety through the installation of paint lines on existing pavement. This project is part of a broader effort to maintain and improve transportation infrastructure within the county, ensuring that road markings are clear and effective for all users.

Work Details
The contract involves the installation of various types of pavement striping as outlined in the 2026 Pavement Striping Schedule located in Appendix A. The specific bid items include:

1. Skip Center Line (miles)
2. Skip Center Line with No-Pass Line (miles)
3. Double Yellow Center Line (miles)
4. Edge Line (miles)
5. Edge Line, 8-Inch Wide (miles).

The project will also include a seasonal suspension after completing the 2026 striping portion, with additional work planned for 2027 as per a future schedule to be issued by the county.

Period of Performance
The contract work is scheduled to commence upon award and will be performed in phases. The initial phase is expected to be completed in 2026, followed by a suspension until 2027 for additional striping work.

Place of Performance
The project will take place throughout Cowlitz County, Washington, specifically on existing paved roads as identified in the project specifications.

Bidder Requirements
Bidders must possess a current certificate of registration as a contractor in compliance with RCW 18.27 and have a Washington Unified Business Identifier (UBI) number. Additionally, bidders are required to provide proof of Industrial Insurance coverage for employees working in Washington and must not be disqualified from bidding on public works contracts under RCW 39.06.010 or RCW 39.12.065(3). All bidders must also comply with E-Verify requirements and submit necessary forms including a Non-Collusion Declaration and Compliance with Wage Payment Laws Declaration.
