Background
The City of Port Angeles, Washington, through its Public Works & Utilities Department, is seeking a contractor for the inspection and testing of power poles within the city limits. The goal of this contract is to ensure the safety and reliability of the power infrastructure by assessing the condition of wood power poles. This project is budgeted at $60,000 and aims to be completed by November 30, 2025.
Work Details
The contractor will perform wood power pole inspection and testing as detailed in Attachment A. The work includes:
1. Visual inspections for poles aged 0-5 years;
2. Comprehensive inspections for poles aged 6 years and older, including sounding and boring to detect decay;
3. Treatment of poles with EPA-registered preservatives as needed;
4. All work must comply with local codes and industry standards including IBC, IRC, NEC, and others listed in the specifications;
5. The contractor must provide all necessary tools, materials, labor, and transportation for the project;
6. Personnel performing inspections must be licensed applicators with a minimum of one year of experience;
7. The contractor is responsible for obtaining all required permits.
Period of Performance
The contract period begins upon issuance of a Notice to Proceed and ends on November 30th, 2025.
Place of Performance
Work will be conducted at various locations within the city limits of Port Angeles, specifically in Zone 3 as indicated on provided maps.

Bidders must be licensed to operate in Washington State and have a minimum of five years' experience in pole inspection and treatment. They must comply with all federal, state, and local laws regarding safety and environmental regulations. Additionally, contractors are required to maintain insurance as specified in Attachment B.
