VDH Mobile Integrated Health Consulting & Project Management RFP

Background
The Vermont Department of Health is seeking to establish contracts with one or more companies that can provide consulting and project management services to the Office of EMS (OEMS) for the Mobile Integrated Health initiative and other activities related to the Rural Health Transformation Program. This initiative aims to improve healthcare access, quality, and outcomes in rural communities through a five-year funding opportunity.

Work Details
Contractors will provide consulting and project management services including:

1. Policy and Regulatory Development Support: Analyze Vermont’s MIH/CP framework, identify regulatory gaps, and prepare briefing materials.

2. Regional Program Design and Implementation: Research MIH/CP clinical models, create operational protocols, and develop training materials for EMS personnel.

3. Regional and Learning Collaborative Planning: Facilitate meetings, develop site selection criteria, and support statewide learning structures.

4. Training and Education: Develop a comprehensive MIH/CP training model for EMS practitioners.

5. Project Management Support: Provide tools for project management, track grant activities, and develop monthly progress reports on MIH/CP program components.

Period of Performance
The contract will be executed for a period of 14 months with an anticipated start date of August 1, 2026. It may extend up to four one-year option periods upon approval.

Place of Performance
The services will be performed in Vermont as specified by the Office of Emergency Medical Services.

Bidder Requirements
Bidders must comply with specific requirements including registration with the Vermont Secretary of State's office, obtaining a Contractor’s Business Account Number from the Vermont Department of Taxes, and having or obtaining a Unique Entity Identifier (UEI) number for federal projects. Additionally, bidders must adhere to worker classification compliance requirements if their bid exceeds $250,000.
