Stakeholder Engagement & Development of a Statewide Health Care Delivery Strategic Plan

Background
The Agency of Human Services (AHS) is seeking to establish contracts with one or more companies for Stakeholder Engagement & Development of a Statewide Health Care Delivery Strategic Plan. This initiative is part of Vermont's Rural Health Transformation (RHT) grant, which amounts to $195 million in its first year. The goal is to enhance rural health networks, improve technology and operations, and ensure affordable healthcare for Vermonters. The contract is mandated by Act 68 of 2025, which necessitates the creation of a comprehensive strategic plan for healthcare delivery in Vermont.

Work Details
The contractor will provide consulting support in the following areas:

A. Project Planning - Develop a detailed work plan including timelines and responsible parties;

B. Project Management - Identify a single point of contact, manage deliverables, and provide bi-weekly status reports;

C. Stakeholder Engagement - Prepare materials for the Health Care Delivery Advisory Committee (HCD Advisory Committee), facilitate meetings, and document discussions;

D. Statewide Health Care Delivery Strategic Planning - Complete draft and final versions of the strategic plan that align with legislative requirements. The strategic plan must include benchmarks for evaluating progress, resources needed for implementation, and a phased timeline with milestones.

Period of Performance
The contract will last for sixteen (16) months starting from June 1, 2026, with options to renew for three additional one-year periods and one additional eight-month period at the discretion of the State.

Place of Performance
The services will be performed in Vermont as specified by the Agency of Human Services.

Bidder Requirements
Bidders must have experience working with Vermont health care stakeholders and navigating the state's healthcare delivery system design. They should demonstrate strong subject matter expertise in health care delivery topics and robust stakeholder engagement experience. Additionally, bidders must comply with self-reporting requirements regarding worker classification compliance if their bid exceeds $250,000.
