RFQ Design Engineering Services - Essex Complex

Background
The Town of Essex is issuing a Request for Qualifications (RFQ) to perform engineering services for the design of new public infrastructure at 80-90 Upper Main Street. The Town purchased this property in 2023 to construct a new Municipal complex, which will include Town offices, a library, fire station, community center, and recreation spaces. Following the adoption of a Conceptual Master Plan in March 2025, the Town seeks to move forward with the design of public right-of-way infrastructure. The project has received strong community support and a $500,000 grant from the Northern Borders Regional Commission.

Work Details
The selected consultant will complete all tasks associated with design and permitting of public roadway, pedestrian, and utility infrastructure. This includes:

- Roadway design
- Stormwater collection and treatment
- Sewer and water systems
- Lighting
- Landscaping
- Signage
- Transportation improvements
- Emergency access
- Other design details

Specific tasks include performing LiDAR topographic surveys, geotechnical engineering tasks, obtaining necessary permits, conducting archaeological investigations, performing traffic studies for future buildout, and preparing various drafts of engineering drawings (30%, 60%, 90%, and 100% completion). The firm will also prepare presentation materials for public meetings and participate in at least five public outreach events.

Period of Performance
The work is expected to take approximately 18-24 months with a final deadline for completion set for June 30, 2028.

Place of Performance
The contract will be performed at the Town-owned property located at 80-90 Upper Main Street in Essex.

Bidder Requirements
Firms must express interest via email by June 17, 2026. They are required to submit a Statement of Qualifications that includes details about their project team (including subconsultants), technical abilities, examples of similar projects completed, experience with Vermont land use laws, references, and a proposed quarterly project schedule. Additionally, firms must be registered with the Vermont Secretary of State's Office prior to contract award and are expected to make good faith efforts to solicit disadvantaged business enterprise (DBE) subconsultants.
