Background
The Vermont Office of Purchasing and Contracting, on behalf of the Agency of Digital Services, is issuing a Request for Proposal (RFP) for a Case Management System intended for the Public Utility Commission (PUC) and the Department of Public Service (PSD).

The goal is to establish contracts with one or more companies to provide a web-based, enterprise-capable Commercial Off The Shelf (COTS) integrated electronic filing, case management, and document management system. The PUC regulates utilities in Vermont and requires a system that can handle a significant volume of cases and documents while ensuring compliance with legal standards.

Work Details
The selected vendor will be responsible for providing a comprehensive case management solution that includes:

1. Core Case Management: Managing cases from initiation to resolution, including data input, updating case statuses, and notifying parties of changes.

2. Document and File Management: Generating, sharing, downloading, printing, and storing documents related to cases.

3. Electronic Filing: Allowing external users to file new cases or submit documents in existing cases via a web browser.

4. Public Access: Enabling public access to case data and documents without requiring login credentials.

5. PSD Business Needs: A case management system for data storage and workflow management across various divisions while maintaining confidentiality between PUC and PSD operations.

Period of Performance
The contract period will include an implementation phase starting on June 1, 2025, followed by five years of support services with an option to renew for up to five additional twelve-month periods.

Place of Performance
The services will be performed primarily at the vendor's location but must accommodate remote access for PUC employees who work from various locations across Vermont.
