Background
The Vermont Department of Health (VDH) is seeking to establish contracts with one or more companies to provide cloud transition, technical, and ongoing maintenance support as the State migrates from the on-premises hosted NEDSS Base System (NBS) version 6.x to version 7.x, which will be cloud-hosted.
The NBS is a CDC-developed surveillance system that aids local, state, and territorial public health departments in managing reportable disease data and transmitting notifiable disease data to the CDC.
The goal of this contract is to ensure a successful transition to a modernized cloud-hosted system that improves public health management through automated workflows and enhanced data reporting capabilities.
Work Details
The work includes:
- Providing technical and maintenance support for NBS version 6.x until the transition to version 7.x is complete.
- Migrating NBS 6.x to the cloud as a prerequisite for implementing NBS 7.x.
- Implementing and potentially hosting NBS 7.x in either Azure or AWS environments.
- Ongoing technical and maintenance support for version 7.x including assistance with configuration and best practices.
- Providing expertise in technologies such as Elastic Search, Kafka, Microsoft SQL Server, Docker, Kubernetes, among others.
- Creating documentation for system migration processes to train State staff.
- Assisting with ad hoc reporting requests and managing SAS license updates.
Period of Performance
The contract period will be for five years plus implementation time, with an anticipated start date of August 15, 2026.
Place of Performance
The services will be performed in Vermont, specifically at locations designated by the Vermont Department of Health.
Bidder Requirements
Bidders must comply with federal funding requirements as this project is funded in part by federal monies.
They must also be registered with the Vermont Secretary of State's office and obtain a Contractor’s Business Account Number issued by the Vermont Department of Taxes. Additionally, bidders are required to provide a list of all proposed subcontractors if the bid amount exceeds $250,000.
