Holmes Meadow Floodplain Restoration - Construction Contract

Background
The Town of Johnson, VT is seeking professional General Contractor and construction services to perform and manage all aspects of the creation of 3 acres of floodplain restoration at Holmes Meadow in Johnson, Vermont. The goal of this contract is to restore the floodplain area, which is essential for environmental sustainability and community resilience. The Town encourages participation from firms that are women-owned, minority-owned, Section 3, and local small businesses.

Work Details
The contractor will be responsible for the following tasks:
- Installation of construction signs
- Installation and maintenance of erosion and sediment controls
- Establishment of construction site access
- Staking out project features
- Clearing select vegetation
- Excavation and hauling of approximately 20,500 cubic yards (CY) of earthen fill
- Site grading
- Building park amenities
- Landscaping with native species
- Site restoration.

Specific fill disposal includes hauling approximately 5,000 CY to a new library location on School Street, 1,350 CY to Coventry Landfill, and the remainder to a town gravel pit. The contractor must also manage invasive species present on-site according to provided handling notes.

Period of Performance
Work is scheduled to start in 2025 and must be completed by Spring 2026. Winter stabilization is required during the project, with final site recovery to be completed by July 2026.

Place of Performance
The work will take place at Holmes Meadow in Johnson, Vermont. Construction access will be from W River Road at designated access points as shown in the construction plans.

Bidder Requirements
Bidders must comply with bonding requirements as specified in 2 CFR 200.326 for construction contracts. A bid guarantee equivalent to five percent of the bid price is required. Contractors must provide proof of insurance coverage as recommended by the town’s insurance carrier. All subcontractors need prior approval for compensation related to their work. Bidders are encouraged to have experience with similar projects.
