Background
The Village of Poultney, VT has received funding through the Municipal Energy Resilience Program (MERP), administered by the State of Vermont Department of Buildings and General Services (BGS). The goal of the contract is to implement energy efficiency and resiliency measures at 98 Depot St. (the Old Firehouse) in the village. The Village is seeking proposals for design/engineering, project management, and construction services for this project.
Work Details
The selected Bidder shall provide all labor, materials, and equipment to perform the following tasks:
1. HVAC: Replace existing oil boilers with heat pumps as recommended by engineering design and/or installer.
2. Envelope:
a. Air sealing;
b. Addition of insulation as recommended by engineering design and/or installer.
3. Lighting: Install LEDs.
4. ADA improvements addressing building entry, movement within the building, bathrooms, and access to all public locations (limited to 20% of construction costs).
5. Soft costs for permits, architectural/engineering design, project management, and clerking (limited to 20% of construction costs).
6. Install EV Chargers.
7. Install Solar Panels.
8. Other: Battery Storage.
Demolition of existing worn or damaged materials within the structure's interior will be required while preserving structural elements.
Period of Performance
The project work should start no later than April 13, 2026, with completion scheduled by December 31, 2027.

The contract will be performed at 98 Depot St., Poultney, VT.
Bidder Requirements
Bidders must demonstrate qualifications to perform the project including a cover letter describing their firm and approach, a detailed scope of work aligned with Section 2 of the RFP, a project schedule with milestones, a not-to-exceed fee proposal broken down by task including soft costs, information on the Project Team with relevant licenses or certifications, three references for similar projects completed in the past three years, and proof of insurance meeting specified minimum requirements.
